Nizhny Novgorod Oblast leads Russia's 2026 housing boom with 74% surge

Since the start of 2026, Nizhny Novgorod Oblast has commissioned 326,300 square meters of housing, Governor Gleb Nikitin, who also serves as secretary of the regional branch of the United Russia party, announced during a meeting of the government commission on regional development in Russia, chaired by Deputy Prime Minister Marat Khusnullin on April 23.

According to Khusnullin, in the first quarter of 2026, Russia put into operation 6.9 million square meters of non-residential buildings, a figure comparable to the same period last year. Total housing completions reached 23 million square meters. He emphasized the importance of meeting the targets set by the Infrastructure for Life national project and government programs.

Nikitin presented an assessment of the regional situation and proposed measures to improve the affordability of individual housing construction. He noted that the completion of multi-unit residential buildings had increased by 74%. The ratio of sold space to construction readiness stands at 99%, exceeding the national average. However, there has been a significant decline in individual housing construction.

The governor cited stricter mortgage requirements for building and purchasing individual homes—amid high interest rates—as one of the key factors behind the drop in private housing starts.

Nizhny Novgorod's Ministry of Construction stated that it expects to meet the 2026 housing targets under the Infrastructure for Life national project, initiated by Russian President Vladimir Putin. The project also includes efforts to develop social, transport, and utility infrastructure.
