Nizhny Novgorod tenants trapped in legal limbo over utility bill payments
A legal dispute has left residents of two Nizhny Novgorod apartment blocks unsure where to pay their utility bills. The conflict involves two property management firms battling over control of buildings on Chernyakhovsky and Baranov Streets. Tenants now face confusion as the case drags on in the Commercial Court.
The issue began after a 2007 leadership change in the Moscow District Property Management Company. This led to the creation of a new limited liability company, which later took over maintenance of the buildings. The firm signed fresh agreements with residents and even replaced locks on shared spaces like attics and basements.
The original company, however, insists its contract with the homeowners’ association was never formally ended. It argues that the handover was illegal and continues to claim management rights. With no clear resolution, some tenants have proposed withholding utility payments until the court settles the matter. As of December 2025, public records show no active information about the specific company managing these properties. The ongoing legal battle has only deepened the uncertainty for local residents.
The Commercial Court must now decide which company holds the legal right to manage the buildings. Until then, residents remain stuck between two firms, each demanding payment. The outcome will determine where future utility bills should be directed.
