Austria Tightens E-Scooter, E-Bike Rules After Accident Surge
Austrian Transport Minister Peter Hanke (SPÖ) has proposed significant changes to traffic laws, aiming to regulate the growing use of e-mopeds, e-scooters, and e-bikes. The reforms come as e-scooter accidents rise sharply in Tyrol, with injuries up by over 30% compared to last year.
Hanke's proposed amendments to the Road Traffic Act, Motor Vehicles Act, and Driver’s License Act include classifying e-scooters as vehicles, not small mobility devices. Stricter rules will be introduced, including mandatory helmets for e-bike riders up to age 14 and e-scooter riders under 16. E-mopeds will be banned from bike lanes and restricted to roads.
Authorities will step up inspections of bicycles, e-bikes, and e-scooters, focusing on safety features like lights and brakes. E-scooters must be equipped with turn signals and bells under the new rules. Experts warn that excessive speed and overestimating abilities are primary causes of e-scooter accidents.
