Wolfsburg's €235M Plan to Revitalize Westhagen's Education Hub Without Disruptions
Wolfsburg is planning a major overhaul of the Education and Leisure Center (BFZ) in the Westhagen district. The project, costing around €235 million, will transform the facility while keeping schools and sports activities running as usual. The city has committed to backing the district through this long-term investment. The BFZ Westhagen currently hosts two secondary schools, a neighbourhood library, a youth centre, and a community hall. The renovation will include extensive upgrades, partial new construction, and a shift to private operation under a public-private partnership (PPP). This model, spanning 25 years, will see a private partner handle design, construction, and daily management—while the city retains ownership.
The PPP approach is expected to cut costs by four to ten percent compared to traditional public funding. Work is set to begin in 2030 or 2031, with no disruption to school or sports schedules. The updated centre will feature open learning areas, adaptable spaces, and a design meant to serve as a lively gathering place for students and locals throughout the day.
The city council will review the next steps at its meeting on June 17. Once completed, the renovated BFZ will offer modern facilities for education, leisure, and community events. The project’s cost savings and long-term operation plan aim to ensure sustainable benefits for the Westhagen district. Final decisions on the timeline and funding will follow the council’s upcoming vote.
