Vladivostok's Lazurnaya Bay to Become a Premier Resort Hub by 2030
The Vladivostok city administration is seeking a contractor to conduct engineering surveys in Lazurnaya Bay. The findings will determine what facilities can be built in the area. The technical specifications posted on the government procurement website include a map showing that a significant portion of the coastal strip will be studied. As previously reported, an international year-round resort is planned for the bay's shoreline, according to the PrimaMedia news agency.
Details of the auction were published on the government procurement portal on March 27. The Vladivostok administration is the client, with the contract's starting price set at 5.4 million rubles.
The technical assignment states that the surveys are being conducted under a February 21, 2025, city administration decree (No. 428) on preparing planning and cadastral documentation for the Lazurnaya Bay area.
The contractor must complete environmental, geological, and hydrometeorological surveys within four months. Based on the analysis, authorities will decide what facilities can be developed along the bay's coast.
The technical documents include a map designating a large section of the shoreline for planning and cadastral division.
As previously reported by PrimaMedia, the comprehensive development plan for Lazurnaya Bay (also known as Shamora) includes the construction of the Lazurny Resort, an international year-round thermal resort near Vladivostok. One of the Far East's largest tourism investment projects, it will be built on land adjacent to the bay, potentially including municipal plots. A key advantage of the project is the involvement of a major Chinese investor from Shenzhen, capable of providing the necessary funding—estimated at 100 billion rubles.
Agency sources have disclosed additional facilities planned for the area.
Shamora is set to receive a sewage system with a capacity of up to 6,180 cubic meters per day, as well as a 110 kV substation to ensure a stable power supply. The central promenade will be expanded to 20 meters wide along the entire beach.
All transformation work in Shamora is expected to be completed by 2030. Businesses will be eligible for subsidies, including reimbursement of up to 10 million rubles for infrastructure improvements, 2.5 million rubles for non-capital accommodation facilities, and up to 50% of the costs for technical connections.
Local entrepreneurs have expressed readiness to participate in the reconstruction. For instance, the management of the Samala recreation base has notified the Vladivostok administration of its involvement.
