Vladivostok's elite housing market cools as prices keep climbing in 2026
Vladivostok's business-class housing market is facing shifts in 2026 after a peak in new projects during 2023–2024. Developers now anticipate a slower year, with only one potential launch in the Nekrasovskaya district. Meanwhile, prices for high-end apartments have climbed steadily, reflecting broader trends in Russia's real estate sector.
The business-class segment made up about 14% of Vladivostok's new developments in 2025. That year saw the peak of project launches, but activity tapered off in 2026. Only one elite business-class complex, Millennium, currently stands in the city.
Prices have risen sharply in recent years. In 2025, 'improved-quality' apartments jumped from 188,500 to 198,800 rubles per square metre—a 5.32% increase. Two-bedroom 'Euro-style' units in the business class now average 330,000 rubles per square metre, up from 312,000 rubles in early 2025.
Current listings show steep entry points. A studio in Aston. The Dawns Are Quiet Here starts at 6.7 million rubles for 31.9 square metres. A one-bedroom in Stark begins at 8.5 million rubles for 33.9 square metres.
In Moscow, the market has shifted differently. Business-class housing surged to 53% of new builds in early 2026, up from a much smaller share in 2016. Rising prices—up 70–80% over five years—and mortgage caps at 12 million rubles have pushed developers toward smaller, more efficient units. Average sizes now sit at 55–60 square metres, with larger apartments moving to outer districts or lower price tiers. Renovation programmes have also boosted the appeal of mass housing, though Moscow's trends remain distinct from regional markets like Vladivostok.
Vladivostok's business-class market looks set for a tougher year in 2026, with fewer new projects and high price tags. The city's sole elite development, Millennium, stands out in a segment where costs continue to climb. Meanwhile, Moscow's rapid shift toward compact, premium units highlights differing pressures across Russia's property landscape.
