Berlin-Pankow's Elisabeth Meadows Unveils Visionary Urban Design for 2026
A winning design for Berlin-Pankow's new Elisabeth Meadows district has been selected. The plan, created by Hosoya Schaefer Architects AG and AgenceTer.de GmbH, stood out for its clear urban layout and high quality of life. The project will now move into detailed planning after a cooperative workshop concluded on March 26, 2026. The chosen concept centres on green 'Anger' neighbourhoods linked by a large central park. The 73-hectare district will include around 5,000 homes, with 1,250 reserved for cooperatives or building groups. The goal is to build a '15-minute neighbourhood', where residents can live, work, and access daily services without long commutes.
The development will mix housing with offices, shops, schools, and social facilities. At least 50% of the units must be affordable, following Berlin's urban strategy. The jury praised the design's sustainable approach and well-structured public spaces. Zoning regulations will now be drafted based on the winning plan. The next phase will focus on refining details before construction begins.
Elisabeth Meadows will transform a large area of Pankow into a sustainable, mixed-use quarter. The project's emphasis on affordability and community spaces aligns with Berlin's long-term development goals. Detailed planning is expected to shape the district's final form in the coming months.
